General Legal Framework
The IMEI control system is part of national and regional regulations aimed at combating fraud, counterfeiting, and the illegal import of telecommunications equipment. Its objective is to better track mobile devices in circulation and secure access to mobile networks.
Device Declaration Requirements
Any phone imported through legal channels must be declared to the competent authorities and associated with one or more IMEI numbers. This information is recorded in an official database accessed by operators and customs during device activation or verification.
Blocking of Irregular or Fraudulent IMEI
Devices with IMEIs identified as stolen, counterfeit, cloned, or illegally imported may be subject to technical restrictions, including the blocking of voice, SMS, and data services.
User and Seller Responsibilities
Buyers are urged to verify the IMEI before purchasing any phone, especially in the second-hand market. Sellers are encouraged to offer compliant devices and to clearly inform their customers if an IMEI is unrecognized or carries a risk of being blocked.
